Countries that don't have the infrastructure or capacity to keep up with global demand. Those countries will survive, they won't necessarily have enough surplus to save us.

There are Agenda 2030 sustainability maps of CONUS.
Detailing areas that people cannot inhabit anymore, called green spaces, that will be given back to nature.
Detailed maps of city centers where the population will be moved to.
The maps also have the 12 fema districts labeled distinctly.
I printed them out in 2004 from a website that has disappeared. Even wayback doesn't have it.
Lost the maps in a flood in 2016. Lost everything, literally.
Tried to search the net for them. Nothing.
Memory holed, I suspect.

People won't starve. Production will just be moved to countries without such insane policies.
