EDIT 2: What I dion't get is how they are making this jump from small children touching themselves to masturbation. Also, how does this in any way address keeping children safe from sexual abuse?

It doesn't. It confuses children about stranger danger on purpose.
I was a dirty little monkey when I was younger (way too much time by myself) and it didn't even occur to me to play with my junk until at least 11.
This curriculum is grooming kids, period.
