Whenever I see this come up, I always wonder if it has anything to do with what Wilhelm Reich had discovered regarding what he called "orgone" energy and also his experiments with weather manipulation. The lights he saw during an experiment that caused him to delve further, very much were described like these lights but in a smaller format.
What this is all about is piezoelectricity. Stresses in the earth squeeze rock plate and if it is the right kind (silicates kind of like quartz) this generates high voltages which ionize air and it glows.
I will never forget being in a tornado in Minneapolis once with clouds at ground level; the air friction generated static charge and the oxygen in the air glowed green. The clouds were bright green! Really amazing.

By the way, it has been discovered that lightning generates X-rays! The high voltages accelerate electrons to high energies and they radiate photons up in the X-ray frequencies.

I don't fully understand / remember the theory, but I think the concept is that the lights are a symptom of electric interaction between the earth's magnetic field and electrons that come from high speed charged plasma interacting with the magnetic field higher up in the atmosphere; the electrons come down and interact with material under the surface, causing the earthquake, and on the way down there is some form of Aurora Borealis style light show.
There's also the possibility that the process can be manipulated or induced artificially, serving as the theoretical basis for the fabled "earthquake machine".
And c'mon, does anyone think they haven't already checked? And if it worked, that they haven't already weaponized?
Anyone ever heard of the Marfa lights in Texas? They look like balls of light that can be mistaken for car lights if you don't pay attention, and they can appear in different hues. They are hovering relatively low above the ground. I've seen them half a dozen times but never noticed an earthquake. The visual description reminded me of them...
I don't think anyone knows for sure, but from what I've read, one theory is that crystalline rocks (e.g. granite) under enormous tectonic pressure, are generating electrical charge through the piezoelectric effect, which somehow then translates into these lights. There was a scientist called Michael Persinger who thought this mechanism could have an effect on the human brain, and might be responsible for some supernatural experiences.
