Suspicious Observers has talked about these lights. I don't fully understand / remember the theory, but I think the concept is that the lights are a symptom of electric interaction between the earth's magnetic field and electrons that come from high speed charged plasma interacting with the magnetic field higher up in the atmosphere; the electrons come down and interact with material under the surface, causing the earthquake, and on the way down there is some form of Aurora Borealis style light show.
There's also the possibility that the process can be manipulated or induced artificially, serving as the theoretical basis for the fabled "earthquake machine".
And c'mon, does anyone think they haven't already checked? And if it worked, that they haven't already weaponized?
