The Bible does not condone suicide. Instead, God encourages the broken hearted:
18 The LORD is close to the brokenhearted and saves those who are crushed in spirit. 19 The righteous person may have many troubles (Psalm 34:18-19).
He strengthens and protects his people:
10 So do not fear, for I am with you; do not be dismayed, for I am your God. I will strengthen you and help you; I will uphold you with my righteous right hand. (Isaiah 41:10)
He has designed us for a purpose:
11 For I know the plans I have for you,” declares the LORD, “plans to prosper you and not to harm you, plans to give you hope and a future. (Jeremiah 29:11)
As to whether it condemns them, it is a question for God to answer. Here is what we know:
1 Therefore, there is now no condemnation for those who are in Christ Jesus, 2 because through Christ Jesus the law of the Spirit who gives life has set you free from the law of sin and death. (Romans 8:1-2)

This definition of karma in Buddhism is basically that if bad stuff is done something bad will happen to somebody but not necessarily the person that did the bad thing. There is no way to know if karma and reincarnation happen, but suicide has repercussions to the survivors.

From what I understand has been learned from near-death experiencers, there is no Hell as in the popular conception. There are, however, less good places in the Afterlife. There is also no external judgement, you only judge yourself during a life review where you feel the experiences of those you have hurt. You are supported with a sense of overwhelming love during this learning process.
I've never heard any word on the effect on reincarnation from those who believe they have been reincarnated. Well, that's excluding the zillions of charlatans and deluded.
Anyone who is distraught by this world is somebody who we absolutely need in this world. So anyone contemplating killing themselves should reconsider, for the sake of the rest of us. The world is not broken. Your life is not broken. Things are just fucked up and they need to be fixed.
