The Bible does not condone suicide. Instead, God encourages the broken hearted:

18 The LORD is close to the brokenhearted and saves those who are crushed in spirit. 19 The righteous person may have many troubles (Psalm 34:18-19).

He strengthens and protects his people:

10 So do not fear, for I am with you; do not be dismayed, for I am your God. I will strengthen you and help you; I will uphold you with my righteous right hand. (Isaiah 41:10)

He has designed us for a purpose:

11 For I know the plans I have for you,” declares the LORD, “plans to prosper you and not to harm you, plans to give you hope and a future. (Jeremiah 29:11)

As to whether it condemns them, it is a question for God to answer. Here is what we know:

1 Therefore, there is now no condemnation for those who are in Christ Jesus, 2 because through Christ Jesus the law of the Spirit who gives life has set you free from the law of sin and death. (Romans 8:1-2)

And

38 For I am convinced that neither death nor life, neither angels nor demons, neither the present nor the future, nor any powers, 39 neither height nor depth, nor anything else in all creation, will be able to separate us from the love of Christ Jesus our Lord. (Romans 8:38-39)
