The Bible does not condone suicide. Instead, God encourages the broken hearted:
18 The LORD is close to the brokenhearted and saves those who are crushed in spirit. 19 The righteous person may have many troubles (Psalm 34:18-19).
He strengthens and protects his people:
10 So do not fear, for I am with you; do not be dismayed, for I am your God. I will strengthen you and help you; I will uphold you with my righteous right hand. (Isaiah 41:10)
He has designed us for a purpose:
11 For I know the plans I have for you,” declares the LORD, “plans to prosper you and not to harm you, plans to give you hope and a future. (Jeremiah 29:11)
As to whether it condemns them, it is a question for God to answer. Here is what we know:
1 Therefore, there is now no condemnation for those who are in Christ Jesus, 2 because through Christ Jesus the law of the Spirit who gives life has set you free from the law of sin and death. (Romans 8:1-2)

This definition of karma in Buddhism is basically that if bad stuff is done something bad will happen to somebody but not necessarily the person that did the bad thing. There is no way to know if karma and reincarnation happen, but suicide has repercussions to the survivors.

Christianity does not. That's why if God is an ever-loving God, then hell is invented by man and is false; something more like Buddhism is possibly more true. Remember the harrowing of hell. Jesus dies, and like all men, goes to hell, then opens the door and lets those that acknoweldge him as the savior, go free. He's still there, because, being God and incoporeal, He can be in more than one place at the same time; all knowing, all being; everpresent; all loving. "the kingdom of heaven is within you" -- how can that be if we're all individuals? that would mean the kingdom of heaven is either copied, spread out over it, or sharded across all beings--- as if we're a bunch of hard drives and we're collectively a RAID configuration with 'kingdom of heaven' stored on it.

I personally don't believe in hell for people who commit suicide. I think it's a desperation move when there is great suffering, and any all loving God would understand the suffering and forgive. And any God that is control of everything (as in determinism vs free will), then that God is also responsible for the suicide in that the person is simply playing out a preordained role in a play created by said God...all the preconditions were controlled, the genes, the epigenetics, the experiences, all preconceived and set leading the person to that point. That's if you believe in determinism--many do not. If you believe in freewill, there is still the fact that the choice is to choose not to continue because the suffering is so great that it trumps the consequences to the social network of the person, thinking 'they can bear my ending more that I can bear my continuance', and what that says to me is that the world has failed them by fostering an environment where such great suffering is permitted--what's that say about the ever-loving God? Paradox. We live in a confusing world. We do the best we can. Love each other. Forgive. And try to make the suffering less in any ways you can.
From what I understand has been learned from near-death experiencers, there is no Hell as in the popular conception. There are, however, less good places in the Afterlife. There is also no external judgement, you only judge yourself during a life review where you feel the experiences of those you have hurt. You are supported with a sense of overwhelming love during this learning process.
I've never heard any word on the effect on reincarnation from those who believe they have been reincarnated. Well, that's excluding the zillions of charlatans and deluded.
Anyone who is distraught by this world is somebody who we absolutely need in this world. So anyone contemplating killing themselves should reconsider, for the sake of the rest of us. The world is not broken. Your life is not broken. Things are just fucked up and they need to be fixed.
