Why not toggle people's time getting off as a society, like give every office a number and have the numbers go a half hour after another, maybe we could do something about "rush hour" but it's clear that's a just fine concept to the "important" people (you know, or something...)

Actually, it looks like it was the Energy Policy Act of 2005, and it made daylight savings time start WAY earlier and end way later.
