It didn't end in November for all of the 20th century, now it ends in November regularly. (chart at the bottom of this wiki page)
I'm sure there's a cyclical reason for it, but it just strikes me as odd.
Actually, it looks like it was the Energy Policy Act of 2005, and it made daylight savings time start WAY earlier and end way later.
