The National Popular Vote Interstate Compact (NPVIC) is an agreement among a group of U.S. states and the District of Columbia to award all their electoral votes to whichever presidential candidate wins the overall popular vote in the 50 states and the District of Columbia.
Regardless of how the people of a state vote, they will give all their electoral votes to the person the Deep State cheats into office.
That's why the counts took so long. They needed to see if it was possible to win and if so what did the numbers need to be. Too many fake votes would be too obvious, too few and all would be for naught.
For historical comparison, I would suggest you examine the "Law Against the Founding of New Parties", passed by the National Socialists six months after the Reichstag Fire (which, for historical comparison, was a false flag attack on the building housing their legislature).

The thesis which is forming in my mind is that the National Socialists were the creation of a very small covert group (which you would call infiltrators, except they were the ones that launched the project) aimed at the eventual destruction of the German state and people as a threat to the New World Order.

One of the finer points of how this all echoes into the modern day is the explanation for why Putin very strongly denies that the Soviets were poised to invade. (This of course flies in the face of the reason why the Red Army got their asses kicked: they were deployed for offensive movement rather than defense.)
To me, it's good proof that Putin is anti-NWO. He doesn't want to weaken the still somewhat vulnerable Russians by telling them that their "Great Patriotic War where we defeated Fascism" was actually "That time when tens of millions of us got killed by the heirs of the Bolsheviks using us as pawns in their plan of global domination." Bolsheviks has taken over Russia, Italy, and Spain. As they encroached on Belgium and Poland it's not surprising that the neighboring countries grew concerned. What's curious is why France assumed they wouldn't be affected.... instead turning their attention 100% to the East rather than the North and Southwest flanks

He said that they had moved so fast and so aggressively--which was what a Blitzkreig was based on--that by the time the lines had stabilized, the Germans were (as I recall) something like three days away from collapse and withdrawal. Then as if by magic, French resistance evaporated and the Germans were able to resupply and continue. There are a dozen or more such "miracles" sprinkled throughout the European Theatre (<--hmm) that belie the orchestration.
And history gets recorded when they mythologize one of those miracles like "Dunkirk" and turn it into "the feel-good hit of the summer". A hundred Leni Riefenstahls would have work these days.
