The COVID narrative is collapsing, they can't do the lockdowns anymore and the jab mandates are teetering on the knife's edge. The truth about covid numbers and PCR tests have come out such that they can't deny it anymore, so they throw a few pieces of scrap out there on the steps and the strays eat it up. It allows them to keep the larger narrative. That's the purpose of the "limited hangout" (a term I just learned).
That said, I believe the way you view this whole thing is in error, in that you think that all these elites are on the same side. There are different and competing groups of elites. Now, they often share common goals, but "to the victor go the spoils" and there is a group of elites who for purposes of power or actual ideological beliefs, are fighting against the Great Reset.
But what about China, Japan, Singapore, SK, Taiwan, Hong Kong, Vietnam, Malaysia etc? Remember if even one section of the world still opposes nil against this, it's game over for all of us.
Japan? Totally not. Japan has stopped their vax programs and is now giving out Ivermectin. Moreover, they keep such good numbers and as a developed and crowded nation, in the future people will be able to look to them and Sweden and see as a comparison that what places like the US and the Germany did were downright dumb.
Anyway, again I believe you're making that mistake of thinking of the ruling class as a singular group of elites. The ruling elites in separate countries get to skim off the top in their own countries, but the ruling elites in other countries are not going to put their power/gains at risk. What Vietnam does to respond to COVID has very little effect on what goes on in the US.

Japan had a pre-covid mask culture. That is meaningless data, and you're better than that to cite that. Moreover, the Japanese are a very compliant culture, as most Asian cultures are. Remember when the nuke plant melted down a few years back and a whole city had to be vacated....and there was no riots, fighting, looting, etc. Yea, that's Japan. So when the Japanese COULD, with a very compliant culture mandate vaccines, and a social credit score system based on jab status, etc. etc. and they chose not to do it, I think that's something worth counting in the win column.
But you won't get a disagreement from me about all these measures needing to stop.

My opinion is that the "cloth masks don't work" admission is because now there is an adequate supply of those N95 masks and they are going to try to push people to wear those.
