If a large fraction of a rat population is exterminated from an area, the remaining rats will increase their reproductive rate, and quickly restore the old population level. I'll predict that there will be ZERO opposition against this and when people start starving and dying, it's too late. It will take approximately a decade for anyone to wake up from the nightmare.
Whatever happens next will resemble the Pol Pot Regime of 1975, and the fallout will predictably be nearly identical on a worldwide scale.
