I always thought we had a good police force in Melbourne. They started a huge recruitment drive about 10 years ago to pick up people with no skills, and stick them on every train station with police powers. They've gradually become a force to be reckoned with for the good cops.
My friends at the riots say these riot police are all 20 years old, and acting like they're methed up.

Give them a job in the police force and suddeny they've gone from someone powerless to someone who turns heads and instills fear. Reminds me of something i read somewhere, went along the lines of "A hard punch to the face will take out a martial artist" or something like that. Basically, MA is useless prancing around.
Their neighbors need to start putting post-it notes on their front doors telling they need to be better people.
If that doesn't work try shunning. Their pipes fucked up? Plumbers should tell them to fuck off. Bad tooth? Dentist should broom them out of their waiting room. Car trouble? Mechanic should throw their keys back in their faces.
