I've discussed this with a bunch of people and hardly anyone that I've spoken to knows about the passports. It's always one of the things that really blows their minds.
I've heard this repeated when I travel to other countries because we all read this in our 6th grade science books. Consider all the additional work that needs to be done to verify that everything was done according to code.
The answer here is that the work on this was not started on 9/11.
Normally only trained and licensed professionals can use explosives for demolition. I'm not aware it is something fire fighters are trained to do, let alone in a fire. Normally it takes days to rig a building for demolition.

Firemen cannot rig a burning building in a couple hours even if they had the materials.
The towers were brought down with high technology, likely Directed Energy Weaponry.
There were reports of contractors placing explosives in the sub flooring weeks ahead of time
