I think all the cyber attack stuff is to get the public to support "locking down" the Internet. They get you to give them your fingerprints and a biometric photo. Then they use that to make a chip card for you. You can then use it to get online and need it to create an account anywhere. They can revoke the privilege whenever they want.
You can also endlessly talk about foreign hackers in countries you want to have a cold war with so people will fear them.
