The problem here is that regardless of their IQ's they likely attended public school where critical thinking is not only not taught, but designed to stifle critical thinking and create factory workers that obey conform and respect authority.
To me it looks like the graph indicates that 10% of all adults are at 120IQ or higher. See the scale at the bottom. I think the 20% which "gathers, infers own information" you are referring to starts at 115IQ.

I think most humans are born with that, however after 12 years of indoctrination in their formative years (Public school) most are trained not to use those facilities.

Roughly yes. 80/20 Pareto's law applies. ~20% are fully capable of complete cognition.
