Cameras typically pick up some of the IR spectrum. So you basically build a headband with a dozen or so IR emitting bulbs(?) from the front of various tv and device remote controls.
There are enough opportunistic companies and defense contractors to say yes, it is possible one took advantage of the situation to hone such capabilities.
I in no way believe masks were added to daily life in order to facilitate such research.
Man, if only there was some way to protect your face from scans.
Some kind of cheap, easily replaceable face hiding device.
Maybe made of cloth or something breathable.
