Mon ami, there is a difference between law on the books and law on the ground.
Within the past month, you did at least a dozen things a zealous prosecutor could charge you with a felony for, and you'd plead out every time that you were guilty to avoid excessive jail time.
So you are saying they have legal protection to commit their crimes.
