Russia could easily get rid of dependency from USD/EUR. The only thing it needs is to sell resources abroad only for Russian Roubles (RUR). So, countrles who want to buy oil or ore from Russia will have to obtain RUR instead of USD/EUR. And Russia could exchange RUR for western tech or goods it needs. So, there will be no any need for Russia to somehow depend on USD/EUR at all. Any Russian ruler could do it in one second at any time of their governance. Just to sign an order or law to sell everything abroad only for Russian Roubles.

All resources of Russia is stolen by Putin and his crooks from Russians. And Putin with his crooks want to sell stolen resources for USD/EUR, since they do not need RUR at their accounts in western countries. They use RUR only to pay miserable salaries to their slaves mining resources. When they want to stole more, or see that Russians wealth is somehow growing, they drop RUR to USD/EUR rate and could pay much less in USD/EUR to Russians, limiting their purchasing power and dropping them to poverty again. As for Russia, theoretically it could be a self-sustainable state. Russia have all resources nedeed for developing high-tech/high-life society.
