If the election is certified, incoming Intel drop incriminating many politicians, Trump declares Martial Law, UN declares Trump a dictator and starts plans to invade the US.

If the election is not certified, life goes on and the divide / investigations etc continue, they might pretend Biden has still won and/or Trump is interfering.

It's a calculated move to reduce more divide. I'm sure the enemy has the scripts to run against him should he deny the vaccine. This prevents the scripts and subsequently gains more support.

I've been in organisations in which two teams in the same building have spent a month fixing the same problem before finding out.
