The 13-month, 28-day Calendar has been in use on Earth for almost 6000 years. In prehistoric India and China, and throughout South America it was the standard time-keeping system. The Essenes, Egyptians, Polynesians, Maya, Inca, Lakota, and Cherokee used a 13-month, 28-day calendar.
The Celtic knowledge of the Druids is based on the Tree Calendar, also a 13-month, 28-day calendar.
That's interesting. What do they do about the extra day? Meaning, 13 x 28 = 364. What do they do about leapyear? Are they days outside of any week? After my comment below, I was thinking that this is what I would do, simply have two special days, one every year and one 3 of every 4 years.

This one is actually true. The word month derives from moon. It is based on the natural division of time into lunar cycles. There are generally 13 moons per year, so there really should be 13 months.
As everyone knows, a lunar cycle is "about 4 weeks" and a year is likewise "about 52 weeks," so it is simple division that there are generally 13 moons per year. If we had 13 4 week months, a lot would be simplified, although this would leave open the question of where to put the extra day of the year and where to put leap year. It would also make the seasons a bit less regular, since we have 4 seasons and 4 divides 12 but not 13.
There probably was a conspiracy in the elimination of a month and the change to variable lengths for the months. Maybe this was how they manipulated time before the technology for something like CERN existed?
