I'm not sure why you dismiss the Haavara Transfer Agreement that u/free-will-of-choice referred to? And call it a waste of time.

One of the first tasks for Hitler in 1933 was immediate goal of finalizing the ‘Haavara’ (moving home) Agreement with World Jewish Agency. Read Secret relationship between nazism and zionism.
