Well I was thinking something more like taking the x/y coordinate of the lightened pixel, multiply by the frame number it is illuminated, add the sum of all the static, convert the result to binary, and run as executable or view as png or text.
For encoding in audio it's a lot easier. Simply subtract the base wave and end up with the signal.
The question would rather be why do that from white house official instead of an account drawing less attention
If its on the level of nuclear codes you'd want it first hand from the horses mouth?
