A month or so ago, I though I thought my phone was stolen so I tried to log into my gmail to change the password (it's the only thing logged in automatically).
Not only could I not log in on any device I hadn't already used (luckily I had on my PC), I couldn't change the password even then.
This means that the (theoretical) thief had access to my e-mail, which I couldn't prevent, and if they somehow got my password, they could have changed it to lock me out entirely. For reference, I never setup my phone as a 2FA; this was done automatically just because I had logged into gmail using said phone. Using my phone to "prove" my identity is worse than useless, and it's already in place.

I just did. No issues, and my email is not linked in with my phone, or I should say, I did not provide Gmail with a contact number. I have a older account that I've had for a long time that never required me to setup a phone number. I think your issue might be due to if you setup a gmail acount within the last 5 years (iirc). However, your reply is just a good reason and example to move to a different email service (like Proton or something else). I don't recall Hotmail asking for a number as well.
I'm not saying you're wrong, or trying to negate you. Just that it might be a setting or the version of gmail you signed up for. Are you US based, or international (not sure if that even matters)?
I thought this was for Australia though. I can't find anything in regards to the US on this.
