I tried that, new account can't downvote anything for some reason, thought it was strange.
Other account (ifandwhenweriseagain) can now downvote after 100 comment score. Must be hard for new people though.
No downvote based on comment score is different from CSS. That's coded into the forum software.
Do what every other bot account does and just spam absolute mental retardation in IP2 or some other vote-farm place.
