Setup well before the event and successfully hid, far enough away to get missed in the initial sweep, had an escape route planned, no phone or electronics on him that could track him, and, most importantly, made the shot.

This is clearly a setup and, given the timing of the tranny school shooting, I have to wonder if the perpetrstors were involved with that as well, or just taking advantage.
