Fundamentally...nature leads, suggested norms tempt one to follow instead of resisting where nature leads (from inception towards death), and suggested terrorism (Latin terrere; to frighten) tempts one to ignore natural origin for being afraid of artificial outcome.

As for superficial...body (followers) over head (leaders) represents the bigger/easier/securer target.

Plus, if you attack a leader, you become a folk hero. Like Luigi.

The odd thing is that most of these "terrorists" who attack schools often claim they don't remember attacking them. Like the event is completely blocked out from their mind.
