The page OP posted is part of the Online Safety Act and material meeting the definition will require the Real ID Verification your are referring to which is far more wide important than jerking off to incest porn.

That's why Videy on this site has chosen to bar UK viewers. Why Bitchute is unavailable to UK users, why Spotify has introduced age verification, why X has an algorithm to determine "harmful" content, etc. etc.
