Hypersonics need very advanced knowledge in science of materials. Basically, West is more or less good in steel, aluminium and plastics(yet), but complete losers in most other areas, from simple titanium to complex metal-ceramic composites. Remember that forever problems with heat shield tiles on Space Shuttles? You can't make working hypersonics from steel, aluminium and plastics.
