In Breakfast of Champions, Kurt Vonnegut reveals that his brother had been working on a program of weather manipulation of Cuba. This was in the 60s.
I believe we did so in Vietnam during the war also. It wouldn't surprise me if we were still doing it. It would surprise me less if the "chem trails" we see here are a countermeasure to what is being done to us. A lot of treachery in this world
