60 votes to invoke cloture, or force a vote, ending the filibuster. This can only be done on SCOTUS judges unless the Senate changes its rules. Oh, and tax/budget laws only need 50 +1 (VP to break a tie). But mandating voter ID, which the feds can do for all federal elections, would be filibustered by Dems.
This is why it was such a big deal that Obama had 60 dems...he got Obamacare before MA elected (to late to stop it) a one term Republican.
