Actually sum the declared population from every city (where possible). That's it. Everything else is noise.
Everyone is just too lazy to do this. No extrapolation unless there is no population data for a city.

Population numbers are manipulated for sure for a number of reasons but I am not sure I agree with this methodology of proving it. A better way should be to estimate population density via google maps. Estimating how many people in a building, in a block, etc..
