They didn't start to kill them until the war got going in earnest, then all attempts to send them to British Palestine, Madagascar, former German holdings in Africa, and some island in the Caribbean stopped.
Nobody wanted more Jews, least of all the US or Britain, and especially the Arabs. FDR and Chamberlain/Churchill didn't want Jew refugees, and blocked all plans for them, as much as some people like to say that they were beholden to them. They let in some kids at the most.
If there had been less war, then maybe a S. Africa or Rhodesia or Liberia like situation could have happened with dumping them in Africa.
Still, none of this explains why Hitler was stupid enough to think someone else would take them.
To be more specific, FDR and Churchill were beholden to the high ranking Jewish Rabbi and bankers who told them not to accept those Jews. The whole point of the war was to deport as many as possible to Palestine. If the Americans and the Brits accepted Jewish asylum seekers then that would defeat the whole point.
