I know how it sounds, that's why I provided the links, so you can see that's not only plausible, but they already do it effectively.
But if you have an argument against the theory, besides "it doesn't sound plausible", I'd be glad to explore the topic.

Graphene
Optogenetics
Graphene quantum dots - fullerenes
Graphene nanotubes
Olfactory nerve
Amygdala
I think groups made claims like this so they could paint sceptics as believing strange things.
What they did was take children out of schools to make them less-skilled when they grow up.
