Haiti has been a playground for the DS for last 3-4 decades at least. We're technically at war with them due to disputed Caribbean territories. Since the US could win that war with a single SEAL team it's clearly something that's been allowed to continue for the purpose of enabling something... trafficking perhaps?

Either their symbolism is very important for them, either not. If it is important, then it should be destroyed. Devaluation of symbols works great. When people in USSR began to laugh and make jokes about hammer and sickle, days of communist party was numbered.
