No. I guess to you it must seem that way; but how water builds up deep underground, before being released back to the surface, has an explanation.

Water is pretty heavy, so once it covered the whole earth, the earth was pushed down. In science, there is always an equal and opposite reaction; so as the earth was pushed down in one place, it was pushed up in another place. Where the earth was pushed down is what we call the oceans, where it was pushed up is what we call land. How the mountains were created has an explanation. Before the flood of Noah, earth was a Pangaea.
