The fact that they get together, follow the orders of a central authority, and enforce rules on everyone whether they agreed to those rules or not, is the OPPOSITE OF ANARCHY.
By your retreaded ass logic the USSR was an anarchist state because Joseph Stalin got to choose whether or not he participated in it, and to what degree.
