I always wonder if these are messages.
Before that photo left the boat it was reviewed by other people who know how to shoot a gun, I think this is a message akin to raising your flag upside down as a sign of distress.
Idk how old this pic is, but the Obama Admin had a whole lot of media moments that were, " why those exactly?".
