There's no way to know the implications of the change but considering everything else going on at the moment it doesn't bode well. Here's a video on the signal.

about 3 or 4 months ago there was a similar piece of news where a British - I think - numbers station transmitted an exceptionally long message.
This is facsinating, but it sounds like a metronome, not a series of numbers. I don't understand what change is claimed to have taken place. It is also not clear to me that this station has been localised to within the Russian Federation.
