Ban on fuel export is pretty usual measure to prevent or reduce price hike due to increased fuel demand for agriculture in sowing and harvest times. Useful to keep agriculture costs low so lower prices on food.
Interesting thing that completely missed by retarded dumbfucks from Reuters is that this time diesel export is not banned, as usual, only gasoline. Looks like we have no problems with diesel production increase this time, unlike in the past.

Imagine being one of the largest oil producers in the world and not having enough refining capacity to supply your local economy with gas.
