Your question is the equivalent of asking when was Bosnia a country? Maybe Jews could have carved that one up after WW1, Bosnia wasn't a state then as well. It wasn't a state up until recently as a matter of fact. You can't simply steal land because it was part of an empire.
Palestine was part of the Ottoman empire, that region was well recognized with that name. Look up any old encyclopedia.
According to your Jewish logic, around the breakup of the Austro-Hungarian empire on 1918, Jews and similar degenerate hordes and militias could simply steal Bohemia, Moravia, Bukovina, Transylvania, Carniola, Küstenland, Dalmatia, Croatia, Fiume, and Galicia because simply they were part of the Austro-Hungarian empire so only Austra and Hungary were countries? Their other regions don't count Shlomo?

For a start many are Christians. Second they all speak Arabic but they are a mix of the original inhabitants and Arabs. Many later converted to Islam and spoke Arabic. The Palestinians are a mix of the original inhabitants and surrounding regions just like any other place.
