You should be able to see till the curvature gets in the way. (8 inches per mile squared.) You should NEVER be able to see beyond the horizon. We consistently see beyond both. Also, if you use an infra red filter to cut through the atmosphere (the real problem), you can see for hundreds of mile consistently.

Literally anywhere in the Canadian prairies. You can see roughly 30km in each direction pretty easy. Saskatchewan is the flattest. They did a lazer test there of over 40km. Many frozen lakes. I drive winter roads, some are 15km long or so, you can see the other side.
