Zelda series is different from others in that there is not necessarily an arc for the characters between games, with the exception of direct sequels like Majora's Mask and tears of the Kingdom. each game is a new incarnation of the same character, with slight differences to fit that world.
As the tech and budget for the zelda series improved, Zelda gained more personality, but I wouldn't really attribute it to a character arc.
There is a meta arc. There might not be much there, but she is more of a side kick or partner, and not a Mary Sue or a Girl Boss. She has her own motivations in saving the kingdom.
