The cabal has migrated him up - there is a longterm plan for him. They installed him as mayor of SF, then as Lt Governor, then as governor, and by fraud they kept him in despite a recall election. The WEF wants him in place, and it is clear the plan has been active for 15 years since his early politics debut. No, they are not scrapping him.
It may be that they are easing up for now to see what happens out there next. Don't forget they just sent him to China on parade. They will follow that up soon with something else.

He was probably groomed for Pelosis job, but he was too stupid or greedy to play the long game and work his way up slowly building trust.
