Israelis basically created Hamas to be against the bigger Palestinian organization led by Arafat (PLO).
Hamas is also infiltrated at multiple levels. People are nearly starving in Gaza, many of them work inside Israel as workers. It's quite easy to recruit some Palestinians who are in Hamas to work for the Mossad/Shabbak (They use ways such as treating your daughter for cancer in exchange for collaboration)
Not all the leadership in Hamas are working for the Jews, most low levels Hamas are probably naive and not working for the Jews also.
Israelis assassinate every now and then those who deem a threat. So basically they manage Hamas, they kill anyone who is a danger, promote those would further their goals or who works for them.
