Do understand that there are only 4 semi big indexes: google, bing , baidu and yandex. Everybody else is just copies of.google and bing indexes with a bit of self-scraping, different UI and slightly different sorting (sometimes ).

Unfortunately if the answer needs to be open source, there is a large problem. You need petabytes of data, (not sure what comes after petabytes) to index everything. Only large organizations can do that, regardless of their motives or government control.
Ghost, I think we need to have almost a seperate win to curate such material as well as curated tutorials on how to become independent of the main stream Internet. Like dark web is one, IPFS, hosting your own servers for email set up etc.
