Different batches were given. On the highest levels, Sephardic Jews are as prominent if not even more prominent than Ashkenazi jews. Examples are the Sassoons and the Kadoories. A good book to read about the Sephardics is "The Sephardi Story" by Chaim Raphael.
That said, it's more complicated as well, in occupied Palestine (i.e. so called Israel) there still lives few of the indigenous Palestinians (The jews call those "Arab Israeli"). Those Palestinians live mostly in special towns and areas.
Vaccination was by appointment, you can bet that those Palestinians got the "real vaccine" also I wouldn't be surprised if they gave some of the Flasha (African) Jews a percentage of the real vaccine. They are also wiping out those Palestinians through crime in which the Shabak (Israel internal intelligence) funds and recruits gangs that constantly kill Palestinians.
They can easily fudge the numbers BTW about injuries etc.. wouldn't trust anything a Jewish Israeli says.
