Oxymoronic fact: Crime in the streets is fast food served to 'justice warriors' as news. Beggars at the banquet of Her Majesties Secret Service.

As for street crime, there is random and organised also: Note that if/when it becomes 'organized', it forms in the same hierarchical regard as their legal counterparts..........and are then USED BY them as the enforcement/procurement arm of the machine. Eventually they can't be told apart.

At least that's what Whitey Bulger (should have) said.
