The reason is simple. Those who participate in Occupy didn't have a plan, so do absolutely nothing to prevent infiltration and hijacking their movement.

They could only limit access of sheeple that use social crap and can't think by themselves to some information to some extent.
You could do censorship only if you fully control all ways of information spreading. Either it is an information source (recall that stupid Twitter Files with blacked out email addresses, names and all that shit), either it is an information pathway.
For now they do not control all information sources and all information pathways. And hardly will be able in the foreseen future. So, censorship is in the heads of target audience, really. If in your search for the truth you can't turn away from beloved twitter and look for other things like i2p or independent servers, then it is you who help TPTB to censor yourself.
Abandon relying on TPTB controlled services and software, and that's all.

No single centralized social platform was created to provide such access. They all was created to use users as assets for trade and business.
So, I don't see many changes from the point of control over internet. As they didn't knew what internet was, so they dont't understand what internet is. Funny that those people who was brought to internet in recent decades do not understand that too.
Only one thing really annoying me - the growth of information garbage produced by arrogant and ignorant users. This could really become a problem, especially if sheeple will be forced to master something different from corporate web they use now, but I don't think it will happen in closest future.
