Did you mix up Russia with Britain? It was Britain where Romans had some role in creation of British state, not Russia. Russia is Empire by itself, it outlive Rome, Bizantium, Ottomans, British and some other Empires and never need none of them for anything.

You can't even provide plain data that could be used to calculate probability of non-existing Dnepropetrovsk reservoir excess level.

You could put your "factors" (really random and mostly wrong assumptions without any quantitative or qualitative values) into the trash.

  3. Russia attacked it. Destroying the road and railroad running over it.

  6. Ukraine attacked it

  7. Ukraine controls the upper dam
